The 2026 Medical Response and Surge Exercise (MRSE) is a regionwide, operational exercise designed to evaluate healthcare system readiness for large-scale medical surge and coordinated response operations. This exercise is conducted in alignment with ASPR Hospital Preparedness Program (HPP) MRSE requirements.
The exercise will take place on April 8, 2026, and will focus on real-time response operations using Incident Command System (ICS) principles, regional protocols, and established coordination processes. Participating organizations will engage in scenario-based activities to assess medical surge capacity, patient movement, information sharing, and multi-agency coordination across the healthcare and response system.
Participation is expected from hospitals, EMS agencies, public health, emergency management, and other regional healthcare and response partners. This exercise supports regulatory compliance, continuous improvement, and regional preparedness objectives.

This is a virtual, distributed exercise. Participants will take part from their respective organizational locations (e.g., hospital, EMS agency, public health department, emergency management office). No in-person attendance is required. Exercise communications and coordination will occur using established regional systems and platforms.
